Dr. Naylor is an Associate Professor of Psychiatry at the University of Illinois at Chicago College of Medicine. He is the Director of the Behavioral Health and Welfare Program, a program formed by contract between the Department of Children and Family Services (DCFS) and UIC to address the mental health needs of the most severely disturbed state wards.  He directs the UIC Clinical Services in Psychopharmacology (CSP) program and consults with the DCFS Psychotropic Medication Consent Line regarding psychotropic medication consents for youth in state custody.  In this capacity, the CSP provides an independent review of all psychotropic medication consent requests for foster children.

In addition, Dr. Naylor is the Director of the Comprehensive Assessment and Response Training System (CARTS) consisting of the Comprehensive Assessment and Treatment Unit (CATU), a 9-bed inpatient unit that treats foster children with severe emotional, behavior, and psychiatric disorders  resulting in multiple psychiatric hospitalizations and placement instability, and the RTS,  a mobile consultation team  that provides technical assistance and consultations treating youth discharged from the CATU.

Dr. Naylor earned his medical degree from the University of North Dakota School of Medicine.  He is board certified in child and adolescent psychiatry, general psychiatry and sleep disorders medicine and completed his general psychiatry residency, his child and adolescent psychiatry fellowship, and his sleep disorders fellowship at the University of Michigan School of Medicine.

Dr. Naylor is an expert in child and adolescent mood disorders and pediatric psychopharmacology.  He has published more than 100 peer reviewed manuscripts, abstracts and book chapters and has presented his work at national meetings. Dr. Naylor received the 2008 Norbert and Charlotte Rieger Service Program Award for Excellence as the Director of the Behavioral Health and Welfare Program.

Debra Dyer-Webster is the DCFS Guardianship Administrator and Deputy Director for the Illinois Department of Children and Family Services.  Her role is commonly referred to as the DCFS Guardian.

Debra is a former Cook County Assistant State’s Attorney, and she has worked 23 years with DCFS in many different capacities, including Affirmative Action Deputy Director, Chief Deputy General Counsel, Deputy Director of External Affairs, child protective services supervisor and investigator, and child welfare specialist.

Debra is an attorney and holds a Juris Doctorate degree from the Chicago Kent College of Law at the Illinois Institute of Technology, a Master’s degree from the University Of Chicago School Of Social Service Administration, a Master’s degree in Education and a Bachelor’s degree in Social Science from Jackson State University.

Debra is married, has two boys and is the guardian of 15,000 children give or take 25 to 50 on any given day.

Lisa Robinson has many years of social service experience.  She began working with the Illinois Department of Children and Family Services in 1990 where she worked as a Placement/Permanency worker.  She left the Department in 1994 and pursued a career with School District 143.5 where she served as the Home/School Facilitator for their 0-6 high risk population.  She also worked for the Cook County Housing Authority as a Drug Prevention Specialist.  Lisa returned to DCFS in 2001 as a Child Protection Investigator and transitioned to an Advanced Specialist then to Child Protection Supervisor.  Lisa is currently serving as the Assistant Guardian for the Illinois Department of Children and Family Services where she manages the statewide consent and immigration units.   Lisa holds a Master’s Degree in Social Work from Aurora University and a Bachelor’s Degree in Psychology from Eastern Illinois University.  

Alice Gutierrez-Gottschalk RN, BSN is the Assistant Director for the Clinical Services in Psychopharmacology Program.  She is in charge of the daily operations of the Consultation Team, assessing data related to medication consent requests, preparing consultation reports for the child psychiatric consultants, and relaying their recommendations to the DCFS authorized agents.  In addition, Gutierrez-Gottschalk coordinates all aspects of the operating system including productivity reports, research projects and all special projects related to the consultation data. She trains DCFS Authorized Agents and caseworkers, foster parents, and childcare workers in residential settings on the administration and monitoring of psychotropic medications.  She has 21 years of experience in Child and Adolescent Psychiatric Nursing.

Dr. Connolly is board certified in Psychiatry and Child and Adolescent Psychiatry. Dr. Connolly earned her MD at Washington University in St. Louis, completed her residency in Psychiatry at University of Illinois at Chicago, and completed her fellowship in Child and Adolescent Psychiatry at University of Chicago. Dr. Connolly has been a member of the clinical and teaching faculty at UIC since 1992. She has also worked extensively with community mental health agencies and school districts throughout Chicago and the suburbs. Dr. Connolly was chief editor of a curriculum for mental health providers throughout Illinois in partnership with the Department of Human Services.

Dr. Connolly is a clinician, educator, and researcher who directs a dedicated multidisciplinary team in the Pediatric Stress and Anxiety Disorders Clinic. Dr. Connolly emphasizes integration of CBT, family therapy, medications, and school interventions in her treatment approach. She has been recognized as a regional expert in child and adolescent anxiety disorders and is working to advance identification, understanding, and coordinated treatment of childhood anxiety schools and community settings. She provides consultation and educational programming to school districts and community programs. Based on her expertise, Dr. Connolly has been featured in numerous national consumer publications including Child Magazine, Parents Magazine and Working Mother as well as on television news stations.

Dr. Elizabeth Charney currently directs the Child Psychiatry Consult-Liaison service which provides psychiatric evaluations for children and adolescents hospitalized at UIH.

Dr. Charney is also involved in the child psychiatry outpatient clinic where she supervises trainees in general diagnostic evaluations and ongoing treatments. She is also actively involved with the HALP (Hyperactivity, Attention and Learning Problems) Clinic and ADHD Research Center where she provides psychiatric and medication management of clinical and research patients.

Dr. Kelley is now in her fourth year as Program Director of the CAP Residency Training Program at UIC/IJR. This Program is well-respected both locally and nationally and graduates four residents yearly. Dr. Kelley is an active teacher within the program and supervises a number of residents’ clinics in the UIC/IJR Colbeth Outpatient Clinic.

Dr. Kelley has her own psychiatric practice within the Colbeth clinic and has been voted as one of “the Best Doctors in America” yearly since arriving at UIC/IJR in 2005. Dr. Kelley is also a pediatrician and is an expert in the treatment of Somatoform Disorders.

Additionally, Dr. Kelley is a long-standing member of the Electrical Trauma Program, a translational clinical research group focusing on the sequelae of electrical and lightening injury. The multidisciplinary team members are from both UIC and the University of Chicago and together have published their findings over the last 15 years. Dr. Kelley is a nationally known expert on the neuropsychiatric effects of electrical injury.

Sandra M. George, RN, MSN, Staff Specialist in Nursing brings 21 years of inpatient child and adolescent psychiatric nursing experience to the UIC Clinical Services in Psychopharmacology team.  She ensures that the systematic data collection process provides pertinent information regarding the psychotropic consultation request and forwards this information to the Psychiatric consultant.  She triages consultation information and is a liaison to the UIC board certified child and adolescent psychiatrists. 

She reports consultant’s recommendations to the DCFS Authorized Agent.  Sandra provides education and instruction when needed to DCFS authorized agents regarding the psychotropic consultation process.  She assists prescribers in understanding the process of obtaining psychotropic medication consent and facilitates communication between the field and UIC consultants.  Sandra strives to support the efficiency of the system to address the needs of DCFS wards in the safest, swiftest manner possible. She helps the UIC Psychotropic Team Assistant Director with the collection of data for various reports.

Nina Deichl-RN is a Staff Specialist in Nursing for the UIC Clinical Services in Psychopharmacology Consultation team.  She is responsible for providing psychotropic medication review for children that are DCFS wards.  She acts as a liaison between care providers who wish to prescribe psychotropic medication for foster children to the UIC board certified consultants. She ensures that the psychotropic information that is provided to the team is accurate and pertinent and then forwards this information to the Psychiatric consultants. She reports the consultant’s recommendations to the DCFS Authorized Agents.  Before becoming part of the CSP team she worked on an inpatient child and adolescent psychiatric unit for 12 years.  She feels strongly that the CSP monitoring process provides safe and appropriate review of psychotropic medications for foster children.

Stacey Lens Crowley brings 8 years’ experience as a milieu coordinator on an inpatient child and adolescent psychiatric unit to the UIC Clinical Services in Psychopharmacology team. As team lead, she helps to distribute consents, acts as a liaison on legal issues with the DCFS Centralized Consent Unit, tracks ACRs,  and processes inpatient and outpatient psychotropic medication consents. She graduated from the University of Iowa with a bachelor’s degree.

David is a Clinical Research Coordinator at the UIC Clinical Services in Psychopharmacology team. He helps to process the medication requests they receive, including inpatient, outpatient, and emergency medications.  He serves as a liaison between the field and the nurses and doctors.  He also helps with the organization of recommendations submitted to DCFS. His previous work experience includes five years in child welfare including foster care case management and as a youth care worker at a residential treatment facility. David graduated from Carthage College with a bachelor’s in Neuroscience and Psychology.

Jean is a Clinical Research Coordinator on the Clinical Services in Psychopharmacology team.  She helps to process the medication requests they receive, including inpatient, outpatient, and emergency medications.  Jean serves as a liaison between the field and the nurses and doctors.  She also helps with the organization of recommendations submitted to DCFS.  Jean’s previous work experience includes other mental health research at UIC and work in a private physician’s office.  She is a graduate of Illinois State University with a degree in Social Work.

Stephanie serves as Clinical Research Coordinator for Clinical Services in Psychopharmacology with the UIC Psychotropic Consultation Team.  She is responsible for processing inpatient and outpatient medication requests and serves as liaison between the field and the main consultation team. Previous work includes research in Community Psychology interviewing and collaborating with Latinos in Substance Abuse recovery programs and research examining Mentoring Relationships, Racial/Cultural Processes, and Academic Outcomes among Urban, Low-Income, Latino Youth.  Stephanie graduated from DePaul University with an undergraduate degree in Psychology, concentration in Human Development.

Matthew is a Clinical Research Coordinator at the UIC Clinical Services in Psychopharmacology team. He helps to process the medication requests they receive, including inpatient, outpatient, and emergency medications. Before coming on board to the CSP team, Matthew worked at the University of Michigan Health System as a patient care technician providing direct clinical care to adolescents.  Matthew graduated from Michigan State University with a Bachelor’s of Science in Psychology.
